The overseas applicants are required to establish a connection in the province. The close connections can be demonstrated through family ties, friends, prior work in the province, or by an invitation from MPNP’s Strategic Recruitment Initiatives. To be eligible, the candidates are not required to be physically present in the province. The successful candidates in the Skilled Workers category are required to have a full-time permanent job offer from an employer in Manitoba. Whereas, the International students that have been graduated from an educational institute in Manitoba, might get a Letter of Advice to Apply under the International Education Stream.

Moreover, other provincial immigration programs are attached to the Express Entry System. The eligible candidates for the immigration programs are issued scores under the Express Entry Comprehensive Ranking System. The candidates who have the highest CRS points are issued invited to apply for permanent residence. Those Express Entry candidates who received a provincial nomination from Manitoba had to declare a valid job seeker validation code and a valid Express Entry ID.
